David (Dave) Phelps
Founder/President

David Phelps (Dave), President, grew up in Roanoke, Virginia, and enjoys getting back to the Blue Ridge Mountains. He graduated college from the Virginia Military Institute with a major in Physics. In 2004, Dave decided to build his own home and did extensive research on the various building technologies. Dave realized there was a need in the residential construction market for stronger and more efficient high-performance homes, so he started his custom ICF home building company: ICF Homes of Virginia. It has become Dave’s passion to build safe, sustainable, and beautiful homes for his clients. Therefore, Dave has expanded his expertise to offer sustainable and efficient high-performance housing with an economic mindset. System Built Homes, LLC provides modular construction to the local housing market.
Dave lives in Fredericksburg, VA. He has three grown children, is an avid fitness enthusiast, and enjoys being outside. He is a past President of the Fredericksburg Area Builders Association (FABA) and has been on the board of directors for ten years. Dave is also a member of the National Association of Home Builder (NAHB) Builder 20 Club.
David Beloat
Project Manager
David BeLoat, Project Manager, has over 20 years of construction experience; many of those years were spent building custom ICF homes. He is eager to utilize his skills to now bring top quality and service to all budget levels. David is married and an active father of three children. He enjoys serving his church community, golfing, and taking his kids fishing. David enjoys building close relationships with our customers and helps keep our projects on schedule and within budget.
Sydney Phelps
Project Coordinator
Having grown up assisting with the family business, Sydney Phelps, daughter of Dave Phelps (President), now serves as a Project Coordinator. With a degree in Information Science, from Christopher Newport University, she implements and manages day-to-day software operations. In addition, with experience in Data Analytics and Business Administration, she aids in successful Financial Analysis. In her free time, Sydney enjoys spending time outdoors hiking, riding horses, and traveling. She looks forward to expanding her knowledge of the construction industry at ICF Homes of Virginia and System Built Homes!
Aimee BeLoat
Project Coordinator
With over 20 years of experience, Aimee BeLoat has established expertise in managing and streamlining office operations across multiple companies in the construction industry. Throughout her career, she has refined her skills in administrative support and data management, demonstrating a careful attention to detail and a commitment to operational efficiency and order.
Outside of her professional life, Aimee enjoys bringing order and structure to all aspects of life, whether it’s creating a meal plan for her family or organizing events for her church community. Her dedication to helping others, whether in the office or within her personal community, underscores her commitment to excellence and service.
Seth Phelps
Assistant Project Manager
Seth Phelps, Assistant Project Manager, has spent many years in the construction industry shadowing his father, Dave Phelps (President). He recently graduated from Mary Washington University, with a degree in Business Administration, and is in the process of becoming a Draftsman. Seth is a fitness enthusiast who enjoys training for endurance races and spending time outdoors. He looks forward to his future at ICF Homes of Virginia and System Built Homes!
